Job Description

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE’s activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office (CiO) in relation to field-related activities and is the focal point in the Secretariat for co-ordinating and developing the OSCE’s role in the politico-military dimension.

The Programming and Evaluation Support Unit (PESU) assists the Secretary General and the Chairperson-in-Office in the implementation of the Organization’s Project Management framework and standards, in line with the Common Regulatory Management System (CRMS) and with the recognized international standards. It is the primary point of contact for the Chairperson-in-Office and for participating States‘ delegations on programmatic and project management matters in relation to the Unified Budget (UB) process and providing essential programmatic backstopping to Field Operations. With reference to Extra-Budgetary (ExB) contributions, PESU is responsible for project management, coordination and programmatic aspects including donor relations. PESU advises senior management and field operations on implementation of programme and project management as well as Performance-Based Programme Budgeting (PBPB) and co-ordinates all related training and coaching activities (i.e. strategic planning, programme management, project management) undertaken by the Unit across the Organization.

Associate Project Co-ordination Officer

Under the direct supervision of the Chief, Programming and Evaluation Support Unit (C/PESU), the Associate Project Co-ordination Officer will be tasked with:

  • Visiting field operations and institutions to provide support to project and programme managers in the implementation of the different phases of the project and programme management cycles, identifying issues of concern and suggesting appropriate solutions;
  • Designing and updating OSCE-specific tools, guidelines and other didactic material, preparing and conducting coaching and training sessions on project and programme management methodology and approach, both at central level, and as tailor-made, on-site support to single field operation or institution;
  • Providing support to field operations in the elaboration of Unified Budget documents (Programme Outline, Unified Budget Proposal, Programme Budget Performance Review) and contributing to the review process undertaken at the level of the Secretariat; as well as backstopping of the OSCE Special Monitoring Mission to Ukraine in the planning, preparation, programming, and budgeting of all key programme and project documents;
  • Contributing to the development of lessons learned and to the process of sharing best practices across the Organization;
  • Advising the supervisor on policy development and on strategies to support the enhancement of the quality of project and programme management in the Organization;
  • Drafting various documents, including background papers, reports, and analyses; interacting with other Units of the CPC and/or the Secretariat in the development of policy and analytical papers of a regional, thematic or cross-dimensional nature;
  • Contributing to the assessment of project proposals submitted to PESU from the field operations, the Secretariat and/or other programmatic units;
  • Assisting, as necessary, in the process of self-evaluation of programmes and projects;
  • Establishing and maintaining relations with relevant bilateral and international organizations to ensure information sharing on project and programme management practices;
  • Keeping abreast of donors’ requirements in terms of funding interests, policies and practices, with a view to support the field operations in their extra-budgetary efforts;
  • Performing other related duties as assigned.

Necessary Qualifications:

  • First-level university degree in political science, international relations, management or related field; post graduate studies in a respective field would be an asset;
  • Four years of relevant professional experience with a governmental aid agency or an international organization in programme and project management and evaluation;
  • Excellent inter-personal, communication and organizational skills;
  • Demonstrated knowledge of results-based project/programme management;
  • Demonstrated coaching and training capacity;
  • Ability to work in a team and establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Good understanding of the actors and dynamics of international development assistance, in particular related to conflict prevention, crisis management and post-conflict rehabilitation;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Professional fluency in English, including excellent drafting skills; working knowledge of Russian would be an asset;
  • Ability to operate Windows applications including word processing and email
