External Relations Officer

This position is located in the Co-Financing and Partnership Section (CPS), Public Affairs and Policy Support Branch (PAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief of CPS.

The incumbent will be responsible for contributing to and supporting the planning and implementation of resource mobilization activities in support of the UNODC objectives and related technical cooperation activities. Within assigned authority, the incumbent will perform the following specific duties:
1. Provide policy support in the elaboration, structuring and implementation of fundraising activities:
•Identify potential sources of funding throughout the range of
national/international and governmental/non-governmental organizations; maintain contacts with donors to promote support of UNODC activities; draw assessment of donors’ interest and make recommendations for exploring new avenues of fund-raising.
•Develop funding agreements and arrangements; ensure consultations, input, and follow-up between all parties to agreements; discuss and resolve administrative requirements; ensure dissemination of substantive reports and information required to meet donors’ needs.
•Contribute to the preparations for the Executive Director’s and relevant senior management travel to donor countries and organizations.
•Attend, as required, meetings and make presentations on the activities of the Programme.
2.Contribute to the maintenance of the established system of data and reports on contributions within existing systems of records including the UN ERP (Umoja) and in line with International Public Sector Accounting Standards (IPSAS), their earmarking and the management of other pertinent information. Ensure the timely provision of reports on fund-utilization; maintain a system of up-to-date funding-related information; liaise with other concerned offices and work units and provide and obtain pertinent information.
3. Contribute inputs on fund-raising aspects to policy papers and substantive reports; undertake steps to promote priority assignment to drug and crime control in national and international development strategies, by Governments and funding agencies; prepare or provide contributions for related policy and strategy papers.
4.Contribute to the design of a corporate private sector outreach and engagement approach; assess potential private sector engagement; tailor viable partnership modalities with private sector entities and impact assessment reporting
5. Perform other work related duties as required.

Is able to conduct effective consultations with stakeholders. Is able to apply sound judgement in the context of assignments given. Has knowledge and understanding of theories, concepts and approaches relevant to crime, drug and/or terrorism-related issues. Has knowledge of policies and practices in international drug control and crime prevention as well as the mandates of the United Nations Office on Drugs and Crime. Has very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Advanced university degree (Master’s degree or equivalent) in business administration, marketing, political or social sciences, public relations, or related fields, is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible professional experience in fund-raising and partnerships including at the international level, is required. d Experience in conducting effective consultations with public, private and civil society level partnerships, as well as sound social media marketing experience are required. Experience working in the private sector with a special emphasis on corporate social responsibility initiatives (CSR) is desirable. Familiarity with SAP ERP applications is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English with good drafting skills is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
